Why Germany is Almost Free

Germany made higher education tuition-free for all students β€” including internationals β€” back in 2014. Public universities in Germany are funded by the state government, not tuition fees. What is the APS Certificate?

The APS (Akademische PrΓΌfstelle) certificate is a mandatory requirement for Pakistani students applying to German universities. The APS office in Islamabad verifies your academic credentials and confirms they are genuine.

The process involves submitting your original academic documents, attending an interview, and paying a fee of approximately €150. Processing takes 4–8 weeks. Without the APS certificate, German universities will not process your application.

What is a Blocked Account?

A blocked account (Sperrkonto) is a German bank account that holds a fixed amount of money (currently €11,904 per year) that can only be withdrawn in monthly installments (€992/month). It proves to the German embassy that you can support yourself financially without working.

You can open a blocked account through services like Expatrio, Coracle, or Fintiba β€” all available online from Pakistan. The process takes 1–2 weeks and costs around €30–€100 in service fees.
